NABC Advocacy and Legislative Priorities (2025-2026)

NABC Advocacy and Legislative Priorities serve as a strategic framework for addressing the mental and behavioral health needs of Black communities nationwide. These priorities reflect our commitment to eliminating disparities and advancing reforms that directly impact Black counselors and those we serve.

  • Priority #3: Promote Mental Health Initiatives That Provide Comprehensive Mental Health Education in Schools Serving Black Communities

NABC Advocacy updates

The Advocacy and Legislative Committee continues to advance our strategic advocacy agenda focused on policy reform, equity, and improved mental and behavioral health outcomes for Black communities.

A key priority for 2026 is NABC’s work to support the revival of Virginia House Joint Resolution 537 (HJ 537), which recognizes racism as a public health crisis in the Commonwealth of Virginia. The resolution acknowledges the well-documented impact of racism on physical health, mental health, and access to care and provides a policy framework for coordinated public health responses aimed at reducing disparities.

NABC is working in partnership with the Virginia Counseling Association to advance this effort through policy review, education, and coordinated advocacy. This collaboration reflects a shared commitment to culturally responsive care and legislative initiatives that support both mental health professionals and the communities they serve.

Beyond HJ 537, NABC’s Advocacy and Legislative Committee is engaged in a broad range of initiatives, including:

  • Development of a 2026 advocacy agenda and content calendar addressing national and state-level policy priorities
    Preparation of policy briefs on key legislative issues affecting Black counselors and communities

  • Advocacy for the restoration of cultural competency and DEI requirements in counselor education and licensure
    Ongoing monitoring of state and federal legislation related to access, funding, and equity in mental health care

  • Planning Capitol and Hill Day engagements to ensure representation of Black counselors in policymaking spaces
    Member education and engagement through advocacy communications and a planned advocacy symposium

Through these efforts, NABC remains committed to elevating the voice of Black counselors, shaping policy, and advancing systemic change that promotes equity and justice in mental and behavioral health.
